The report stated that airline commissions have fallen from around 10% of the ticket price in the mid-1990s to zero in many markets today, with Western Europe suffering the most.
The paper shows markets that successfully implemented service fee models to compensate for the revenue loss. Instead of receiving a commission, travel agencies adopt a service fee model and charge customers for services provided. The key is identifying the services for which customers will pay extra.
